Those looking for work experience in the UK may be able to obtain it through some of the new companies the government hopes will start up in the near future.
Prime minister David Cameron and former deputy prime minister Lord Heseltine have commissioned a body to produce an enterprise plan to stimulate economic growth in Liverpool.
Tesco chief executive Sir Terry Leahy will join Lord Heseltine and other members of the Liverpool City Region Shadow Local Enterprise Partnership to produce a plan for the city.
Mr Cameron said such initiatives will be needed all over the country to help each area reach its economic potential.
He said: "In the next few years people all over our country - north, south, east, west - are going to see real change in the way local economies work," adding that good ideas will be able to get a share of the government's £1.4 billion Regional Growth Fund.
The coalition has also revealed its new enterprise allowance - aimed at getting the unemployed back into work - will be launched later this month in the Merseyside area.
It aims to help create 40,000 new businesses across the country by 2013.
