Foreign students considering university entry in the UK may be buoyed by the news that people from other countries will not be targeted in a bid to pay for higher education in Scotland.
An article in the Scotsman noted the government said it had no plans to use the fees of those from overseas to help pay for its own system.
"Unless we look to increase the fee level charged to students from the rest of the UK from 2012-13, it's entirely likely … Scotland's universities will be seen as a cheap option," stated universities Scotland director Alastair Sim.
His comments come after the English government recently approved plans to increase the cost of tuition for people attending higher education establishments to £9,000 a year.
This latest development follows the BBC's report that Pearson - the publishing company - was seeking approval from the coalition to be given the power to award degrees.
